This feature has actually been around but only for subscribers. And whatever changes you make to said playlists, it will propagate to all your Android devices. So even if you lose or change your device, your playlists will not disappear. What the update brings is the ability to backup and restore the playlists you’ve made.
It then creates a “giant cloud jukebox” which you can access and manage from your various Android devices, of course as long as you log in using your Google account. If you’re not yet familiar with the app, CloudPlayer by doubleTwist lets you create your own personal music streaming service as it integrates not just your music locally stored on your device but those that are stored in your Dropbox, OneDrive, and Google Drive.
